Ensure the recognition of gender issues on a continuous basis.

Disseminate information, education and communication materials regarding gender-related issues and concerns.

Promote gender equality and women’s empowerment by providing gender-responsive capability building programs as well as conduction of gender-related activities and trainings.

It is founded on the philosophy core equal opportunity, whose purpose is to lessen inequality and discrimination in the various aspects of life in the local community.

    Philippine Laws and Policies

    • The 1987 Philippine Constitution

        Provides that “…the State recognizes the role of women in nation-building, and shall ensure the fundamental equality before the law of women and men” (Art. II, Sec. 14). It also provides that “…the State shall protect working women by providing safe and healthy working conditions , taking into account their maternal functions, and such facilities and opportunities that will enhance their welfare and enable them to realize their full potential in the service of the nation” (Art. XIII, Sec.14).

    • R.A. 7160 or the Local Government Code of 1991 which mandates LGUs to promote the general welfare and provide basic services and facilities to constituents.
    • R.A. 7192 or the Women in Development and Nation-Building Act which promotes the integration of women as full and equal partners of men in development and nation-building.
    • R.A. 9710 or the Magna Carta of Women provides a comprehensive women’s human rights framework.
    • PCW-DILG-DBM-NEDA Joint Memorandum Circular No. 2013-01 or the Guidelines on the Localization of the Magna Carta of Women
    • Executive Order 273 mandating all government agencies to adopt a Philippine Plan for Gender-Responsive Development (PPGD) 1995-2025
    • Local Budget Memorandum No. 28 which directs local government units to mobilize resources to mainstream and implement gender and development programs using the five (5) percent of development fund.
    • Section 28 of the General Appropriations Act (GAA) from 1995 to 2000
    • Joint Circular 2012-01 of the PCW-NEDA-DBM or the Guidelines for the Preparation of Annual Gender and Development (GAD) Plans and Budgets and Accomplishment Report to Implement the Magna Carta of Women

    International Commitments

    • CEDAW, known as the International Bill of Rights of Women, the Convention on the Elimination of all Forms of Discrimination Against Women is the only human rights treaty which affirms the reproductive rights of women and targets culture and tradition as influential forces shaping gender roles and family relations. It affirms women’s rights to acquire, change or retain their nationality and the nationality of their children.
    • Beijing Platform for Action (BPfA). An international commitment adopted during the Fourth World Conference on Women in 1995, it seeks to remove obstacles to women’s full and equal participation in all spheres of life, protects women’s human rights, and integrates women’s concerns in all aspects of sustainable development.
    • Sustainable Development Goals (SDG): 17 Goals to transform our world. This is also known as the Global Goals.

    • CEDAW, known as the International Bill of Rights of Women, the Convention on the Elimination of all Forms of Discrimination Against Women is the only human rights treaty which affirms the reproductive rights of women and targets culture and tradition as influential forces shaping gender roles and family relations. An international commitment adopted during the Fourth World Conference on Women in 1995, it seeks to remove obstacles to women’s full and equal participation in all spheres of life, protects women’s human rights, and integrates women’s concerns in all aspects of sustainable development.
    • Sustainable Development Goals (SDG): 17 Goals to transform our world. This is also known as the Global Goals.

Philippine Laws and Policies

  • The 1987 Philippine Constitution

    Provides that “…the State recognizes the role of women in nation-building, and shall ensure the fundamental equality before the law of women and men” (Art. II, Sec. 14). It also provides that “…the State shall protect working women by providing safe and healthy working conditions , taking into account their maternal functions, and such facilities and opportunities that will enhance their welfare and enable them to realize their full potential in the service of the nation” (Art. XIII, Sec.14).

  • R.A. 7160 or the Local Government Code of 1991 which mandates LGUs to promote the general welfare and provide basic services and facilities to constituents.
  • R.A. 7192 or the Women in Development and Nation-Building Act which promotes the integration of women as full and equal partners of men in development and nation-building.
  • R.A. 9710 or the Magna Carta of Women provides a comprehensive women’s human rights framework.
